Based in China
serving global markets
Founded in Shanghai in 2016, we focus on cloud computing applications and SaaS software, turning website building into a long-term business that can be standardized, run online and automated with AI.
From website builder
to AI portal operator
Fenqiyun (full name: Shanghai Fenqi Network Technology Co., Ltd.) provides cloud software applications and AI website building services. Founded in Shanghai in 2016, the company started with standardized website building and gradually turned its delivery process, design standards and operations capability into platform capability. The head office is at 56 Huiyuan Road, Jiading District, Shanghai, China, with a branch in Guizhou; compute nodes are operated and maintained by Suiqing (Guizhou) Digital Technology Co., Ltd.
We provide website building and digital operations services to small and mid-sized businesses. With full SaaS commerce operations capability, we deliver custom website plans for manufacturing, retail, education and tourism, and have served more than 100,000 business customers.
In the AI era, the No.1 Employee is the main line of our product: content is modeled as fields and relationships, changed through conversation, citable directly by search engines and AI assistants, and synced to WeChat and DingTalk. A one-off website delivery becomes a portal that keeps running.

Founder
The company's path is largely his own: from a big tech company to founding a startup, from Shanghai to Guizhou.
The founder is the tech lead — you don't explain it to sales first, then explain it again to engineering.
Li Qiyao is the founder of Fenqiyun. Before starting the company, he interned and then worked at Baidu's Shanghai branch, starting on the front line with search advertising and local services clients and spending years working with small and mid-sized businesses. That experience taught him one thing early: traffic on a platform is rented, while the content, customers and data on your own site are what a company can actually keep.
In 2016 he founded Fenqi in Shanghai with a single thread: standardize, move online, automate. First make website delivery repeatable, then turn delivery experience into software and a platform, and finally hand day-to-day operations to AI. The path has not changed; each step simply goes deeper than the year before.
The business expanded from the Yangtze River Delta to southwest China. In Guizhou he helped establish an intellectual property services company and Suiqing (Guizhou) Digital Technology Co., Ltd., placing the cloud compute node in Suiyang to provide compute capacity and operations support for the platform and customer sites. Website building, content and compute capacity now form one chain, so customers no longer coordinate among several vendors.
He also holds several other public roles and has long been involved in local digital economy initiatives and work with new social strata.
The team is organized along four lines — design, engineering, delivery and customer operations — and one line follows a project from first conversation to launch.
How we work
From the first conversation to the first change after launch: six stages, each with a defined deliverable.
Discovery
We start with the business, the customers and the one job the site has to do, then talk about pages. No rushed quote, no template handed over first.
Proposal and quote
Sections, pages and feature scope are spelled out once, and the quote is itemized by scope with no hidden extras later.
Design sign-off
We design the home page and the key screens of the inner pages first, and roll out only after the visual direction is approved, avoiding full rework.
Build and content entry
We build on structured templates and enter content by field, laying the groundwork for AI retrieval and multi-channel sync.
Launch review
Domain, ICP filing, HTTPS, 404s, performance and mobile are checked item by item; delivery is complete only after sign-off.
Operations and iteration
After launch we review traffic and inquiry data on a regular cadence; you can make content changes yourself, or hand them to us.
Operating principles
Standardize, move online, automate — three words, ten years.
Standardize
First standardize the software and services we sell to small and mid-sized businesses, then sell and deliver them online, and finally apply AI to raise efficiency, cut cost and reach scale.
Move online
From design to revisions, everything happens online. You can check progress at any time without scheduling a meeting, and we have turned that workflow into a standard set of steps.
Automate with AI
Chat first, CLI second, GUI as the fallback. People state what they need in plain language, AI executes on the command line, and people review and take over in the interface.
